Project Overview

Summit Classical Academy at Risen Savior Lutheran Church has submitted a Site Development Plan Amendment application to allow for the installation of a temporary "portable" classroom building at the church property. The proposed building will be approximately 5,000 square feet in size and will provide six classrooms and restrooms facilities to help support the school's growing student body. The proposed use will be limited to a five year period and an extension of this timeframe will require an additional public hearing with the Land Use Review Commission. The proposed structure will be located on the southwest corner of the site adjacent to the existing parking lot as to provide separation from adjacent residential properties.

City and County Staff Analysis

Zoning, Surrounding Uses and Comprehensive Plan: The parcel is zoned Planned Unit Development (PUD) and is designated rural residential by the 2016 comprehensive plan. The proposal is consistent with the PUD plan and comprehensive plan however a site development plan amendment is required.
Parking: At this time additional parking spaces are not included in the request. The applicant has indicated they are looking to explore more formal expansion plans and at that time additional parking will be evaluated. A variance has been requested to allow for a reduced number of parking spaces on the site.
 Architecture: The applicant has provided example images of what the one-story temporary building will look like which has been included below. The applicant has stated that the building will be painted a neutral color to match the existing church.

Potential Variances: Three potential variances have been identified with the subject proposal:

  • Parking Variance - The applicant is not currently expanding the existing parking lot. A variance is requested to allow 143 spaces rather than the required 181. Parking will be further evaluated with formal expansion plans.
  • Bicycle Parking - Based on the Broomfield Municipal Code 30 bicycle parking spaces would be required with this development. The current proposal has included one rack with two spaces. Due to the temporary nature of this proposal additional bike parking will be evaluated with a future expansion.
  • Front setback - the PUD plan requires a 50' setback from 144th. Based on the location this building will extend into that setback up to 20'.
  • Site plan requirements - typical site plans require grading plans as well as surveyor certificates. Due to the temporary nature of this plan those items are not included.

Possible Key Issues: Staff has not identified any key issues.
