Applicant: Prime West

Project Description: Prime West has submitted a conceptual plan for a proposed flex industrial building on an approximately 11.74 acre site within the Ridge at Broomfield subdivision. The proposed building would be approximately 128,000 square feet in size. The building is speculative at this time with no specific end user identified; however, the applicant notes that the ultimate user(s) are anticipated to be light industrial, research and development, aerospace, life science, biotech, food/beverage, or general office in nature.

There is an existing privately managed garden located on private property. This garden is proposed to be removed as part of the redevelopment of this private property.

Consistency with Zoning and Comprehensive Plan: The Ridge at Broomfield is zoned Planned Unit Development (PUD) and allows a mixture of uses. The subdivision is partially developed and currently consists of office, multi-family, and governmental uses. The allowed uses for the subject property includes: light industrial, light assembly, flex space, research and development, office, and limited-service retail. The proposed speculative flex industrial building is consistent with the uses allowed by the PUD.

The property is designated Mixed Use Commercial in the 2016 Broomfield Comprehensive Plan. The proposed development is consistent with the anticipated development patterns and uses for properties with this Future Land Use designation in the Comprehensive Plan.

Consistency with Financial Plan: The property was anticipated to develop for non-residential uses, the proposed development is consistent with those assumptions. As the development moves forward Staff will review the proposal for more specific impacts to the City and County's financials.

Possible Variances/Amendments

  • At this time specific setbacks have not been identified in the conceptual plans. If the project does not meet minimum setbacks/buffers from adjacent uses a variance may be required.

Potential Key Issues/Comments:
No specific key issues have been identified at this time; however, below are some topics which will require additional discussions with the applicant and may be identified as key issues as part of staff's memorandum moving forward.

  • Compatibility with the Detention Center - The City and County of Broomfield's detention center is located east of this proposed development, Broomfield PD has previously noted that traffic volumes, access points to the proposed flex building, and circulation would be items that would need further review moving forward to ensure no conflicts arise with the detention center and their operations.

  • Trail Connections - Trail connections will be required as part of this development moving forward. The conceptual plans depict two connections, these trail widths and configurations will be reviewed by our Open Space and Trails, Transportation Planning and Traffic Engineering teams and may be refined/revised moving forward.

  • Setbacks/Buffers - The proposed flex industrial building is located in an area with diverse surrounding uses. Specific setbacks have not been identified, possible variances for setbacks may be needed moving forward. Additionally, Staff will review the proposed buffering between dissimilar uses at the conceptual stage and provide suggestions/recommendations moving forward. Adequate buffering will be an important element particularly if the project moved forward to the next stage of formal development.
