Project Details

The applicant and property owner of 810 and 830 Hoyt Street, SBLO Park Owner, LLC (SBLO), intends to construct two 67,200 square-foot industrial buildings at 810 and 830 Hoyt Street. Per the 800 Hoyt Street Urban Renewal Area Plan, urban renewal site plans are not required for development within this designated 20-acre area of Broomfield. Any new construction is required to meet all Bromfield development standards. SBLO has submitted construction drawings (CDs) for review to the Broomfield Engineering Division for the industrial buildings.

The property at 810 and 830 Hoyt Street includes a segment of a FRICO-owned and operated ditch as shown on the aerial map included on this page (labeled as “Community Ditch”). This ditch also bisects Richard Steele Park, which is located to the north. To accommodate the development of 810 and 830 Hoyt Street, the FRICO ditch must be relocated and buried underground. 

Park Improvements: Once constructed, the Broomfield Trail segment that overlies the buried canal will provide a connection to the existing Broomfield Trail that runs east/west and immediately south of the Lac Amora residential neighborhood. These two segments of the trail do not currently have a connection in this area as the ditch divided the two segments. New landscaping will be installed on the park site to replace trees that will be removed to improve drainage in the park. The new trail segment will provide connections to the existing trail that runs east/west just south of the Lac Amora neighborhood.

Location of existing ditch and new trail access


Quitclaim Deed: The land on the park property that comprises the ditch is owned by FRICO; therefore, FRICO has agreed to quitclaim that portion of their property, that bisects Richard Steele Park, to Broomfield since it no longer requires the property once the ditch is relocated to the new easement area.

Easement Agreement: To allow for the construction of the buried ditch segment in the new location and a new trail segment, and to provide for maintenance and public access on that trail segment, FRICO has also agreed to enter into an easement agreement with Broomfield. The easement agreement outlines the following:

  • Defines the width and location of the new Broomfield Trail segment and the underground canal

  • Provides a non-exclusive easement to provide for water conveyance through the relocated and buried canal on both the SBLO property and the park

  • Provides for the construction of a trail segment on top of the buried canal, on the Richard Steele Park property, that will be maintained by Broomfield, and it will allow for public access along that easement

  • Allows for the developer (SBLO) to make additional park improvements that will occur including realignment of the trail at the west end of the park, floodplain improvements, and landscaping to compensate for the removal of existing landscaping.

City and County Staff Analysis

Conformance with the Zoning and Compatibility with Surrounding Uses: The property is subject to the Hoyt Street Urban Renewal Area Plan that specifies permitted uses. It is currently a programmed park with picnic tables and a playground. Per the Comprehensive Plan, the park is designated as "open lands". The proposed improvements are in conformance with the zoning of the park and will be compatible with the surrounding uses.

Long Range Financial Plan:
This use is consistent with the land use assumptions identified within the 2016 Comprehensive Plan. There is not an anticipated impact to Long Range Financial Plan.
