Project History

During the January 17, 2023 City Council meeting, a new initiative was introduced which provides a plan to update development review process tools. These plan includes changes to zoning regulations, community-wide design guidelines, and area plans. These updates will support city goals such as sustainability and income-aligned housing. The project presentation included a tentative timeline outlining project targets.

One goal for 2023 was updating the code to make sure zoning guidelines are in line with the Comprehensive Plan and city council priorities.

On July 18, 2023 a study session with City Council was held to discuss the proposed zone districts. At this meeting staff was directed to move forward with the request with a few minor updates. See link to Study Session memo.

Summary

Staff has written a code update which will rename the existing Open Lands and Public Facilities District to Public FacilitiesThe update will also and create two new zone districts, the Open Space district and the Parks, Recreation and Open Lands districtThese new and updated districts will allow for the City to outline the permitted uses and regulations for properties. A summary of the requested zone districts is provided below.

Public FacilitiesOpen SpaceParks, Recreation, Open Lands
Flexible zone district which will allow for municipal facilities such as libraries, city offices, lift stations, amphitheaters as well as all uses permitted within the Open Space and Parks, Recreation and Open Lands districts.Intended for only a specific list of permitted uses consistent with the OSPRT Master Plan to provide greater protection to Open Space parcels such as pedestrian trails, wildlife viewing areas, native areas, fishing areas, etc.Intended for passive and active recreation uses such as tennis courts, playgrounds, golf courses, recreation centers and pump tracks. Open space space uses are also permitted within this district.


Next Steps

Rezonings of properties will require a seperate public hearing process with the Land Use Review Commission and City Council and will require public notice to nearby residents.
