Project Overview

McWhinney (the applicant) has submitted an application for a Final Plat and Site Development Plan for a new filing within the North Park (Baseline) development - North Park Filing No. 7. This new filing corresponds with the future mixed use Center Street District.

This development application includes two components:

North Park Filing No. 7 Final Plat

This final plat replats Lot 1, Block 1 of North Park Filing No. 2 Replat J to create super blocks for future development within Center Street as well as dedicate the necessary public rights-of-ways for roads to serve the new Center Street Development. The final plat encompasses approximately 59.26 acres. There are 4 super blocks and a total of 5 lots proposed, those super blocks are identified below, the initial plat submittal has incorrect labeling and will be revised to reflect blocks and lots described below:

  • Block 1 - Approximately 10.55 acres
  • Block 2A - (will be revised to Block 2 Lot 1) Approximately 4.51 acres
  • Block 2B - (will be revised to Block 2 Lot 2) Approximately 3.70 acres
  • Block 3 - Approximately 7.51 acres
  • Block 4 - Approximately 16.67 acres

North Park Filing No. 7 Site Development Plan

The application also includes an initial Site Development Plan for North Park Filing No. 7, this Site Development Plan only includes the right of ways for the public roads serving the new mixed use district. Vertical development (building footprints and architecture), landscaping, and other development related Site Development Plan elements are not included at this time, but will be captured in future Site Development Plans for the development of the individual super blocks.

Process

Final Plats are reviewed by the Land Use Review Commission at a public hearing, where the commission votes to approve (with or without conditions) or deny the requested final plat. After the Land Use Review Commission makes their decision the project can be called up for further consideration by City Council consistent with the council call up provision in the Broomfield Municipal Code.

The Site Development Plan is limited to approximately 4.33 acres (only contains the right of way for the internal roadways) and since the project area is less than 7 acres in size is also subject o Land Use Review Commission approval or denial (similar to the final plat) and is subject to the city council call up provision in the Broomfield Municipal Code.

Key Issues

No key issues have been identified by staff as part of this application at this time, if any key issues are identified through the review they will be shared with the Land Use Review Commission and/or City Council.

Public Engagement

Following the review of the formal application, public hearings will be scheduled in accordance with the application review process timeline. Public notices will be sent to property owners within 1,000 feet of this project, sign(s) will be posted on the property and a notice will be published in the Broomfield Enterprise newspaper. Members of the public can attend the public hearings and provide in person comments if desired.
