North Area Tanks - Water and Reuse

Project Description: The City and County of Broomfield is reviewing development plans to install three partially buried water tanks (potable and reuse) as well as a pump station to the south of the Anthem 24 (Anthem Reserve) Community. A geotechnical report is in process and will be completed for this project prior to it proceeding for final consideration by the City Council. The project is under review by Broomfield Planning, Open Space, Engineering and Strategic Initiatives (Oil and Gas) staff members.
As currently proposed, the water tanks will be approximately 190 feet from the closest residential property line and will be painted a neutral color. Staff is currently exploring fencing / screening options.
Other locations would have significant additional costs either due to the land elevation, the need for land acquisition, on-going operational costs or proximity to existing infrastructure such as water transmission mains. For those reasons, it was determined this is the most feasible location for the tanks and pump stations to be placed in order to serve the northern area of Broomfield. The tanks will not only provide water to residents, it is necessary for life safety as the water is required to support North Metro Fire Rescue District in the event of a fire.
Previous Plans, Applications and Approvals: The approved site development plan and final plat for the Anthem filing No. 24 community has outlined a tract dedicated to the City and County of Broomfield to be utilized for the purpose of installing of a municipal water tank. The proposed development plans will serve to amend the Anthem 24 Site Development Plan to add additional details including the updated number of water tanks required (three) and specify the exact locations of the tanks and pump station. The proposed pump station will be about ,9,010 square feet and will be located outside of the Tract E area. Trail Impacts: The trail and seating area on the hilltop will require modification because of the tank installation, while other areas will remain as currently completed east of the tanks. The Open Space and Trails Department as well as other departments are currently reviewing the proposal and will provide direction on the site development plan amendment for the proposed tanks to ensure trail relocation is provided where needed and landscaping is replaced and relocated if removed. The Open Space and Trails Advisory Committee will also provide suggestions regarding the trails and seating area. The formal plans include additional details on the relocation of trails, including the seating area on the hilltop. The trail segments highlighted in yellow on the map below are the segments anticipated to be redesigned. There may be temporary closures and potential trail detours for other trails during construction to ensure safety.
Consistency with Long Range Financial Plan: The proposed use is consistent with land use assumptions in the long range financial plan and budgeted by the Broomfield Capital Improvements Program.
