Project Description:
Bryan Alfaro has submitted an application for a new Use by Special Review for a proposed Tattoo Parlor. The proposed use would be in an existing vacant tenant space within the Main Street Exchange retail center. The applicant is proposing a studio style tattoo parlor that will provide clients with a private, in-depth tattoo session. The studio is proposed to be by appointment only. The goal is to create a relaxed environment where the focus is on the single client. The applicant intends to serve approximately 1-2 clients per day during their anticipated business hours of 10am-9pm.
The tenant space will include the tattooing area, where the equipment will be kept sanitary as per applicable local and state health requirements. In addition to the tattooing area, there will be a separate area when the clients will be able to take breaks, eat and hydrate during long tattooing sessions, a lobby/waiting room where the client can have at most two guests, and a designated area for a receptionist. There is no outdoor area associated with this proposed use, the business operation will occur within the enclosed tenant space. No children will be allowed in the business.

Conformance with the Zoning and Compatibility with Surrounding Uses: The subject property is zoned B-1-PUD and the PUD defers to the B-1 zone districts for allowed uses. The Broomfield Municipal Code lists tattoo parlors as a use permitted by special review. Tattoo parlors are permitted in the B-2 and Industrial zone districts within Broomfield as a use by right under a personal service use. There is an existing tattoo parlor located approximately 0.75 miles west of this project area. That tattoo parlor is also next to an existing residential neighborhood. The proposed use is consistent with the property's zoning, underlying comprehensive plan land use designation and other surrounding uses.
