Project Overview - Why is this Important?
The City and County of Broomfield is developing the Broomfield Transportation Safety Action Plan (BTSAP) to identify strategic safety improvements on Broomfield’s multimodal transportation network. The plan will consist of action steps and recommendations that aim to reduce crashes and serious injuries when traveling in Broomfield.
The project will use the U.S. Department of Transportation’s Safe System approach, utilizing these six principles:
deaths and serious injuries are unacceptable
humans make mistakes
humans are vulnerable
responsibility is shared
safety is proactive
redundancy is crucial
The project team will analyze policies and transportation safety data, such as crash reports, to prioritize opportunities for systematic transportation safety improvements. Whether you drive, take public transit, walk or bike, the City and County of Broomfield wants to hear the community’s perceptions about safety and ideas for improvement at intersections, trails and roads and your input on “near miss” incidents to guide potential recommendations.

Community engagement for the BTSAP has taken place in two phases:
Phase 1: In summer and fall 2024, community members shared their transportation safety concerns in Broomfield and ideas for improvement at pop-up events, stakeholder meetings, an open house and on Broomfield Voice via an online map and public survey.
Phase 2: In Spring 2025, community members and stakeholder groups provided feedback on draft recommendations to improve safety throughout Broomfield’s transportation network. A Public Open House was hosted on Monday, April 21 at the Broomfield Community Center and Virtual Open House was available online on Broomfield Voice from April 27 to May 7. Thank you to everyone who participated!

The BTSAP project team presented initial findings from the first phase of the BTSAP project to Broomfield City Council at the study session on Tuesday, Jan 21. The presentation included initial traffic data findings as well as a summary of community feedback received throughout the summer and fall.
At the study session, Broomfield City Council provided feedback on the BTSAP draft goals and voiced support for the BTSAP mission statement to “Commit to eliminating traffic-related fatalities by 2040 and serious injuries by 2045 on Broomfield-owned roadways with an eventual goal of zero on all roadways, including CDOT highways.”

Throughout the fall and winter, the BTSAP project team met with multiple stakeholder groups to learn about the strengths and weaknesses of Broomfield’s transportation network and gather feedback on initial draft BTSAP goals, ideas, strategies and solutions for improving transportation safety in Broomfield. The participants in these stakeholder groups included emergency responders, school administrators, community organizations, City and County of Broomfield staff and more. Thank you to everyone who stopped by the BTSAP open house during Broomfield Days this past Saturday! At the open house, participants had the opportunity to talk to CCOB staff about the project and add comments to large maps of Broomfield to share their transportation safety concerns and ideas. In total, over 150 people participated in the mapping activity!
You can still share your transportation safety ideas and concerns by taking the public survey and dropping pins on the map by Tuesday, Oct. 1!

Project Kickoff (Summer 2024)
Transportation Safety Action Plan has finished this stage
The initial phase will begin with an existing conditions analysis including the review of existing plans, policies and crash data. Public engagement will begin with stakeholders and members of the community at pop-up events and through an online public survey.
Visioning & Safety Analysis (Fall – Winter 2024)
Transportation Safety Action Plan has finished this stage
The project team will work with technical stakeholders and members of the City and County leadership to develop the vision, goals, actions and priorities for the BTSAP. Members of the public will be able to attend a virtual public open house and visit with the project team at fall and winter community events - all while learning more about transportation safety!
City Council Check-In (Winter 2025)
Transportation Safety Action Plan has finished this stage
The project team will present progress thus far, including the mission statement “Achieve zero fatalities by 2040 and zero serious injuries by 2045 on Broomfield owned roadways.”
Draft Plan Development (Spring 2025)
Transportation Safety Action Plan has finished this stage
The project team will begin drafting the Action Plan, including proposing potential roadway improvements, policies, and programs for future implementation. This is where the goals, strategies and Measures of Effectiveness (MOEs) will be compiled and refined for the community’s review.
Final Plan Development (Summer 2025)
Transportation Safety Action Plan is currently at this stage
The final phase of this project will focus on further refining the BSTAP by asking City and County leadership, technical stakeholders and the community to review the draft Plan and provide their feedback.
Implementation (Fall 2025 - Beyond)
this is an upcoming stage for Transportation Safety Action Plan
Upon completion of the BTSAP, recommendations will be ready for funding identification for implementation. Although the project work will be completed, the process will continue as the goals and strategies are implemented over time as funding is available and the Plan is continually updated. The Plan will be ready to apply for Safe Streets and Roads for All federal implementation funding.
